Bilateral Climate Change Partnerships Programme
In addition to multilateral action on climate change, Australia is working with bilateral partners, particularly in the Asia-Pacific region, on practical actions that contribute to the global effort to respond to climate change.
In 2004-05, the Australian Government committed additional funding to underpin Australian climate change action at the international level. In particular, $5.1 million was allocated over 2004-08 specifically for developing and implementing bilateral partnerships and projects that deliver mutual practical benefit for Australia and partner countries and help build the capacity of developing countries to take action on climate change. These activities are being implemented through the Bilateral Climate Change Partnerships Programme.
Specific objectives for the Programme are to work with other countries to:
- Undertake practical actions that achieve or facilitate emission reductions;
- Build capacity to enable implementation of mitigation and adaptation programmes;
- Improve scientific understanding of climate change;
- Build support for an effective global response to climate change;
- Facilitate market opportunities for greenhouse technologies, products and expertise from Australia and partner countries; and
- Foster direct involvement by industry, business, scientists and communities in bilateral projects to broaden participation in climate change action.
Arrangements for bilateral cooperation are currently in place with the United States, China, New Zealand, the European Union and Japan.
Getting Involved
Australian proponents (including government, business, industry, research and community organisations) are invited to submit proposals for projects that contribute to the Programme's stated outcomes and meet the Programme's selection criteria. The Programme provides various forms of support for approved projects, including facilitated contact with government agencies and officials in partner countries, access to bilateral partnership events, including workshops and meetings, assistance in identifying potential collaborators in partner countries, and grants for projects involving collaboration with developing countries.
Funding Available
Funding is available for proposals that involve collaboration with developing countries either directly through our partnerships with developing countries, or indirectly through our partnerships with developed countries.
Subject to funding availability, grants of up to $100,000 are available to support projects that:
- Meet the eligibility and merit criteria (see sections 5 and 6 of the Programme Guidelines;
- Demonstrate a clear need for Programme funding; and
- Can commence no later than 90 days after funding is offered.
The level of funding awarded to successful projects will be determined on a case-by-case basis and will depend on the nature of the project, the extent to which the project contributes to the Programme objectives, and the need for a balanced portfolio of projects covering a range of climate-related issues.
