This plan places the 2004-2005 financial year outputs within the context of the Phase 2 of the National Carbon Accounting System (NCAS) that covers the fi nancial years 2004/05 to 2007/08. The NCAS was developed by the Australian Greenhouse Office (AGO) of the Department of the Environment and Heritage. The activities of Phase 2 of the NCAS are nested within the overall development context (phasing) of its implementation. Phase 1 completion and two years of Transitional funding for developmental activities have set the stage for implementation of Phase 2.
