An evaluation of the National Carbon Accounting System (Phase 1) was undertaken in November 2002, by independent experienced consultants. The evaluation was prepared in conformity with the Evaluation Guidelines for Commonwealth Programs. Key findings are summarised below:
- In broad terms the development of the framework and priority components of NCAS took place in the 3 year period to June 2002 and is described as Phase 1 of NCAS;
- In Phase 1, the Australian Greenhouse Office (AGO) built an integrated system for carbon accounting for Australia's land-based sources and sinks that has delivered outputs on land use change emissions. The system also has the capability to provide outputs in other areas (e.g. forestry) and includes some partial capability relating to cropping and grazing lands;
- The AGO has achieved the original objectives that were set out by Government in developing Phase 1 of the NCAS. In some significant areas the AGO has achieved more than the original objectives laid down;
- The AGO has provided the 1990 baseline estimates of emissions from land-based sources and sinks, as well as estimates through the 1990s. Results up until end 2001/early 2002 will be available in 2003;
- In 2002-03 further verification and improvement of the NCAS is taking place (the Transitional Phase); and
- Phase 2 of NCAS is to commence in mid 2003 to complete accounting capability for Kyoto Protocol Articles 3.3 and 3.4, provide for updated land cover change sequences etc. and to pursue a continuous improvement program.
