The Prime Minister's package announced in November 1997 tasked the Australian Greenhouse Office (AGO) with establishing a National Carbon Accounting System (NCAS) of land based sources and sinks, to provide the framework and services necessary to account for greenhouse gas emissions reduction and sink enhancement programs.
The system will underpin future reporting of Australia's greenhouse gas emissions internationally, assist in supporting an emissions trading scheme, if required, and provide a basis for assessing progress towards meeting international targets. Given the international significance of this work, the AGO will seek to establish a credible and verifiable NCAS as soon as practicable.
