Abstract

This paper outlines the first phase (1) of implementation of the National Carbon Accounting System (NCAS). Phase 1 gives priority to preparation of the 1990 Baseline, which is a requirement of Article 3.7 and of the Kyoto Protocol, and to future accounting requirements under Article 3.3. Work done in response to the accounting needs of these Articles should also have the capacity to inform other accounting processes, such as Article 3.4, the ongoing National Greenhouse Gas Inventory (NGGI) and a suite of other policy based decisions. Thus, the overall design of the NCAS responds to the variety of reporting roles that will be required and conforms to the Intergovernmental Panel on Climate Change reporting guidelines.
