This report develops the continuous improvement program for land cover change products derived for the National Carbon Accounting System (NCAS) from satellite imagery. The concepts have been refined between personnel of the Geospatial Science Initiative and Australian Greenhouse Office.
The approach adopted is based on a continuous improvement (and refinement) of the NCAS land cover change data layers (and new update layers that are added over time), rather than on verification. Continuous improvement responds to the ongoing development and updating of the NCAS land cover change data by looking at the source and significance of potential errors. This allows for a targeted and prioritised rectification of any problems that can be assessed and if necessary further amended on each round of updating and continuous improvement. In contrast, verification only provides a one-off statement of accuracy.
